Transition of Ukrainians from Temporary Protection in the Republic of Cyprus (2025–2027): Strategic Scenarios & Implications
This study provides a comprehensive overview of Ukrainians under Temporary Protection in Cyprus and the possible transition pathways after the status expires in March 2027. Drawing on EU decisions, government data and economic studies, it analyzes legal frameworks, demographic trends, and the economic contribution of the community (≈23,000 people, around 80% of whom are tax residents).
The report outlines four scenarios — from a passive phase-out of TP to a proactive “omnibus permit” solution, a strategic plan to retain and integrate highly skilled Ukrainians, and a stress scenario of mass return if the war ends sooner. It is a practical tool for policymakers, investors, business associations, and international organizations to prepare for the social and economic implications of the end of Temporary Protection.
